Prof Florence Ling
Vice Provost (Student Life)
Professor Florence Y.Y. Ling is Vice Provost (Student Life) at the National University of Singapore. Prof Ling is responsible for strategy and policy matters relating to student affairs, including wellbeing, co-curricular activities and leadership development, community engagement and integration, student discipline and campus housing. She also oversees the living and learning in residential colleges.
Prior to her current appointment, Prof Ling was Associate Provost (Student Life) from 2016 to 2017. In this capacity, she led in proposing strategies to enhance student wellness and strengthen mental health services, crafting implementation plans for the Framework for Freshman Orientation, and planning Peer Leadership Course to train student leaders. She also reviewed and strengthened the NUS Code of Student Conduct. She was also Vice Dean (Finance and Administration) of the NUS School of Design and Environment (SDE) from 2007 to 2015. She assisted SDE in getting approval to develop a new sustainable building at the Kent Ridge campus - its first purpose-built Net-Zero Energy Building (NZEB@SDE). NZEB@SDE is designed to be climate-responsive with net-zero energy consumption. The six-storey building will feature a range of green building designs, such as harnessing solar energy, hybrid cooling approach, natural ventilation and lighting.
Prof Ling is concurrently teaching an undergraduate core module in Project Cost Management in the Department of Building, SDE. She is currently serving on the Faculty Promotion and Tenure Committee of SDE.
Prof Ling’s research is in project management and international construction, focusing on performance improvement of construction projects (budget, schedule, quality, profitability and client satisfaction), increasing competitiveness of construction enterprises, and human resource management in the construction sector. She has published more than 130 international refereed journal papers and several of her publications are among the most frequently cited papers in international construction research. She was a member of the NUS Expert Panel for Business, Humanities and Social Sciences from 2006 to 2017.
Professor Ling has garnered numerous teaching, research, professional and service awards. Her teaching awards include the NUS Teaching Excellence Awards (2001 – 2006) and NUS Teaching Honour Roll (2008). She won the Pacific Association of Quantity Surveyors Academic Excellence Award (2010) and Emerald Literati Network Highly Commended Awards (2006, 2013, 2014 & 2017). She received the Public Administration Medal (Bronze) in 2016.
Professor Ling is a Fellow of the Singapore Institute of Surveyors and Valuers (SISV), and a Member of the Royal Institution of Chartered Surveyors (RICS). She is an elected member of the SISV Council (Quantity Surveying) since 2005. She is also a member of the Pacific Association of Quantity Surveyors Research Committee. She has been appointed to committees in Singapore government agencies such as Ministry of Manpower, Ministry of Law, and Ministry of National Development. She is a member of the following: panel of assessors under the Appeals Board (Land Acquisition), Ministry of Law; Valuation Review Board (Ministry of Finance); and Building and Construction Authority’s (BCA) Rebranding Implementation Workgroup. She chairs the Board of Examiners for Building and Construction Authority Academy’s Specialist Diploma in Building Cost Management.
