Professor Florence Y.Y. Ling is Vice Provost (Student Life) at the National University of Singapore. Prof Ling is responsible for strategy and policy matters relating to student affairs, including wellbeing, co-curricular activities and leadership development, community engagement and integration, student discipline and campus housing. She also oversees the living and learning in residential colleges.

She leads in crafting strategies to enhance student wellness and strengthen mental health services, designing implementation plans for the Framework for Freshman Orientation, and establishing procedures to investigate and manage sexual misconduct. She also reviews and strengthens the NUS Code of Student Conduct.

Prof Ling is actively involved in the COVID-19 safe management practices at the University, such as documenting the protocol related to managing confirmed cases on campus, contact tracing, as well as monitoring and supporting students who are serving Stay-Home Notice. Additionally, she developed time-based and zone-based segregation principles to complement NUS’ campus zoning strategy in minimising cross infection, intermingling and overcrowding.

Prof Ling obtained her Bachelor of Science (Building) (First Class) (1987) and her PhD (1999) at NUS. She is a professional quantity surveyor and has been a faculty member in the NUS Department of Building, School of Design and Environment (SDE) since 1995. Prof Ling is concurrently teaching an undergraduate core module in Project Cost Management. She is currently serving on SDE’s Faculty Promotion and Tenure Committee.

Prof Ling’s research is in project management and international construction, focusing on performance improvement and human resource management in the construction sector. She has published more than 130 international refereed journal papers and several of her publications are among the most frequently cited papers in international construction research. She is on the editorial boards of International Journal of Project Management, ASCE Journal of Civil Engineering Education and Built Environment Project and Asset Management. She is also the external examiner/assessor of Universiti Malaya, Universiti Sains Malaysia and Universiti Tunku Abdul Rahman in Malaysia.

Prof Ling has garnered numerous teaching, research, professional and service awards. Her teaching awards include the NUS Teaching Excellence Awards (2001 – 2006) and NUS Teaching Honour Roll (2008). She won the Pacific Association of Quantity Surveyors Academic Excellence Award (2010) and Emerald Literati Network Highly Commended Awards (four times). She was accorded the Public Administration Medal (Bronze) in 2016 and the National Day Long Service Medal in 2020.

Prof Ling is a Fellow of the Singapore Institute of Surveyors and Valuers (SISV), and a Member of the Royal Institution of Chartered Surveyors (RICS). She is an elected member of the SISV Council (Quantity Surveying) since 2005. She is also a member of the Pacific Association of Quantity Surveyors Research Committee. She had served in committees set up by Singapore government agencies such as Ministry of Manpower, Ministry of Law, Ministry of National Development and Building and Construction Authority. She is a member of the panel of assessors under the Appeals Board (Land Acquisition), Ministry of Law.
