Whistleblowing Unit

What is Whistleblowing Unit?

Whistleblowing (“WBU”) channel is an independent unit within NUS that allows staff, students and the general public to raise concerns and feedback. All suspected or actual wrongdoing reported will be an investigated once the case has been substantiated.

WBU will ensure all whistleblower are protected from reprisals when the cases are reported in good faith. WBU consists of two key components, namely: 

Triage Call Centre (TCC)

  • To source an external local reputable call centre
  • Filter and classify incoming phone calls and emails based on first complaint/feedback.

Centralised Incident Management System (CIMS)

  • Applying to NUS Staff Disciplinary Procedures and Sanctions (“SDP) to triage through a centrlized software for SDP
  • Escalated Matters / Non-Escalated Matters

Reporting Process

Background
  1. All whistleblowing cases and case progress are triaged and consolidated in a single digital platform
  2. Cases are received, classified and escalated by external partners to reduce internal workload
  3. Junk mail and calls are now managed and filtered by external partners to reduce internal workload
  4. Management of “Many-Man’s Land” or “No-Man’s Land” reports
Who can lodge a report?

Any NUS employee, contract staff, student, vendor, contractor or member of the general public who notices or is aware of any wrongdoings can lodge a report.

What can you report on?

One should lodge a report if they notice or is aware of any wrongdoings such as:

  1. Illegal activities, unethical and improper practices relating to financial and accounting matters and standards
  2. Non-compliance with laws and regulations
  3. Breach of University’s Statues, policies, and codes of conduct
  4. Acts of retaliation, such as actions causing harm, intimidation or harassment, as well as discrimination or unfair treatment in relation to employment or career against staff who have made an allegation or assisted in the investigation of an allegation

Note that the Whistleblowing Unit is not the right avenue to lodge reports relating to staff grievances or complaints relating to the University’s policies and procedures. Staff members should raise such matters through the usual reporting channels.

What to include in a report

The complainant should provide wherever possible, as much details as possible in relation to:

  1. The alleged act
  2. All parties involved in the act
  3. When and where did the act occur

Supporting documents and evidences should also be included to substantiate the report.

The University encourages the Whistleblower to identify themselves and provide their contact details so that the University is able to investigate and follow-up swiftly. Anonymous reports will still be looked into, however they can be much less persuasive and it may hinder investigation work due to the difficulty of looking into the matter.
