Programme Details

This innovative programme aims to bridge the gap between library professionals in ASEAN and beyond. Offered by NUS Libraries, the Transforming University Libraries Leadership & Innovation Programme (TULLIP) enables early career librarians and other learners to network with the wider academic community, equipping them with the necessary skills and competencies to achieve success back at their own institutions. Through TULLIP, we aim to build a library community and exchange platform where librarians and the academic community can learn and grow together.

As a conduit, NUS Librarians and partners will organize a series of workshops, seminars and roundtable discussions that provoke thought-leadership, growth and knowledge exchange. The programme will also feature an immersive and hands-on learning experience, where learners will go on experiential learning visits. Throughout the programme, learners will also team up and collaborate on library case studies through creative solutioning and problem solving.

Natalie Pang

Associate Professor Natalie Pang

University Librarian, NUS Libraries
Head of Communications and New Media
Associate Professor Natalie Pang is University Librarian and Head of the Communications and New Media department at the National University of Singapore. She is a researcher and educator in digital citizenship and digital humanities. Her research lies at the intersection of technology and society, and her research projects are organised under the themes of digital citizenship, digital inclusion and well-being, and digital heritage. She is involved in various academic communities in library and information science and has served as chair of the programming committee for the Association of Library and Information Science Education (ALISE). Natalie was also a member of the steering committees for the International Conference on Digital Preservation (iPres) and the International Conference on Asia-Pacific Digital Libraries (ICADL). Her work on digital inclusion has been recognised internationally and she serves as a member of the editorial board of the International Journal of Information, Diversity, and Inclusion, Communication Theory, Asian Journal of Communication and as a member of the Inclusive Policy Lab at UNESCO.

Magdeline Ng

Dr Magdeline Ng

Vice University Librarian, NUS Libraries
Dr Magdeline Ng is the Vice University Librarian at the National University of Singapore. She also contributes as board member at the Food Science & Technology Abstracts (FSTA) Librarian Advisory Board. Magdeline co-teaches two courses: ALS1010 Strategic Learning: A Holistic Approach to Studying and ALS1020 Learning to Choose Better, both of which are popular general undergraduate elective courses at NUS. She is also co-author of the book, Strategic Learning: A Holistic Approach to Studying. Her scholarship includes works on systematic review, pedagogical research, research impact assessment and innovative teaching methods. Other than her academic and librarian work, Magdeline holds a joint appointment with the NUS Agility Office that advances NUS’ strategic objectives and transformative changes.

Lee Cheng Ean

Mrs Lee Cheng Ean

Advisor and Head of Global Relations, NUS Libraries
Mrs Lee Cheng Ean is the Advisor and Head of Global Relations at the National University of Singapore Libraries. Formerly the University Librarian from 2014 to June 2022, she began her career as a Trainee Librarian in 1981 and graduated with a master's in library and information science from Loughborough University, UK in 1984. Over the years, she has held leadership positions such as the Head of Serials, Technical Services, and Deputy University Librarian before becoming the University Librarian in 2014. Ean’s vast experience gained from years of working in acquisitions, circulation and serials management has provided a strong foundation to build teams that practise continual process improvement and service excellence. She’s had the rare experience of overseeing rejuvenation programmes for three libraries nearly simultaneously between 2017 to 2023, which included infusing spaces with robust technologies to support interdisciplinary learning and research as well as flexible blended learning. Ean is passionate about building strong teams capable of transforming services and spaces to partner the NUS community and achieve the University’s mission to educate, inspire and transform. In her current role, she aims to build and strengthen strategic partnerships with libraries overseas, expanding NUS Libraries’ heritage collections and developing capacity and capability to ride the rough seas in the everchanging education, information and technology landscape.

Special Introductory Offer: SGD 1,200, excluding 9% GST (Price includes a 70% discount on the full Programme Fee at SGD 4,000).

The programme fee covers the course fee, tea breaks, lunches, closing dinner, and visits. It does not include all other hotel travel and subsistence expenses including insurance and visas, etc. where applicable.


Additionally, we offer fellowship opportunities for eligible applicants as follows:

  1. Full support to cover the programme fee, travel and accommodation expenses up to SGD 3,300, OR
  2. Partial support to cover the programme fee of SGD 1,200.

  1. Is TULLIP an accredited programme?
    TULLIP is not affiliated with any institutions or professional association. It is an executive programme curated by NUS Libraries aimed at fostering thought leadership, growth and knowledge exchange in the ASEAN region and beyond. Upon successful completion of the programme, participants will receive a certificate from the NUS.

  2. Where will TULLIP take place?
    It will be onsite at the NUS Kent Ridge campus. All programmes will be conducted face-to-face at the Central Library or Medicine+Science Library.

  3. Is a laptop required for this programme?
    Yes, please bring your laptop, including chargers and travel adapters (for international participants) for TULLIP activities. We regret that we are unable to provide PCs or additional laptops for participants.

  4. Will WIFI be provided?
    Yes, guest WIFI is available on the NUS campus. You will receive WIFI instructions nearer to the TULLIP date.

  5. What is the requirement for programme completion?
    A minimum of 90% attendance is required. Participants are advised to inform NUS Libraries if they are unable to attend any of the day’s activities with valid reasons.

  6. What is the dress code for the programme?
    Smart-casual or office attire is recommended. Participants are encouraged to bring sweaters or cardigans to stay comfortable in the air-conditioned library.

  7. Does the programme provide translations for non-native English speakers?
    No. We encourage participants to communicate only in English throughout the programme.

  8. What if I have dietary restrictions?
    Halal food will be served throughout the programme. Please inform us if you have any other dietary preferences, which we will try our best to accommodate.
