Eligibility for Full-time Undergraduates


Undergraduate students who are offered and have not rejected the Ministry of Education (MOE) Tuition Grant for their undergraduate studies qualify for NUS Financial Aid Package if they are:

  • Singapore Citizen or Singapore Permanent Resident with gross monthly household per capita income (PCI) up to S$3,500; or
  • International Student with PCI up to S$1,875

International undergraduate students who have rejected the MOE Tuition Grant or offered admission without the MOE Tuition Grant are not eligible for all Financial Aid schemes including the MOE Tuition Fee Loan and scholarships.

In line with other government financial assistance such as MediShield Life and ComCare, MOE and Post-Secondary Education Institutions (PSEIs), including NUS, will onboard the Household Means Eligibility System (HOMES) to conduct means-testing for government-funded financial assistance schemes such as the Higher Education Community Bursary and the Higher Education Bursary from AY2026/2027.

Assessment of Eligibility for Government Bursaries

  • Your bursary eligibility will be assessed using the Household Means Eligibility System (HOMES), a government system that provides up-to-date income information and verifies household composition to support means testing as part of the assessment process.
  • You should view and confirm your household composition via https://www.homes.gov.sg/eservice before you apply for NUS Financial Aid.
  • You or your family members may be contacted by HOMES Ops team directly during the assessment process.

 

Concurrent Degree Programmes and Graduate Students


Students who are reading Concurrent Degree Programmes will not be eligible for the NUS Financial Aid Package for Undergraduate Students, once they are charged graduate tuition fees. Similarly, graduate students are not eligible for the NUS Financial Aid Package for Undergraduate Students. Both types of students should visit NUS Graduate School Graduate Admissions website on scholarships and financial aid for graduate students.

Note. Please note that our assessment of your eligibility for the Enhanced financial Aid Package is dependent on various factors such as your family income, mitigating circumstance and housing type, if applicable. Financially needy Singapore Citizen full-time undergraduate students who meet the eligibility criteria may also apply for Residential Programme Bursaries or Residential College Bursaries to cover accommodation-related fees. They will also continue to have access to other forms of financial aid available to all students including support for overseas exposure or exchange programmes, as well as loans.
