Higher Education Student Loan - Base Provision


The Higher Education Student Loan (HESL) – Base Provision provides financing to cover the subsidised tuition fees* for undergraduate programmes.

* Undergraduate students who are in receipt of the MOE Tuition Grant.

 

From 1 July 2026, the following groups of students are eligible to apply for Higher Education Student Loan (HESL) – Base Provision via the StudentLoanSG (SLSG) Portal (available from 1 July 2026):

  1. Newly Matriculated students in Academic Year 2026/2027 intake; and
  2. Existing students (AY2025/2026 intake and before) who do not have an existing MOE Tuition Fee Loan (MOE TFL) and/or MOE Study Loan (MOE SL)

NOTE: New applications for existing loan schemes (i.e., MOE TFL and/or MOE SL) will NOT be accepted from 15 May 2026. All loan agreements must be signed and received by 25 May 2026. If you wish to take up loans for AY2026/2027, please apply for the HESL – Base Provision.

The loan is tenable for the entire undergraduate programme duration. Re-application is not required.

Singapore Citizens: 90% of the subsidised tuition fee payable by Singapore Citizens.

Singapore Permanent Resident: 65% of subsidised tuition fee payable by Singapore Permanent Residents.

International Students:  45% of subsidised tuition fee payable by International Students.

Overseas Student Programme Loan - Administered by the Global Relations Office (GRO)

  • Full-time Singapore Citizen undergraduate who has not taken up OSPL before for the same course of study

Up to $12,000 to cover the cost of institution-approved overseas student programme. Students can only take up this loan once during course of undergraduate study.

 

Who are eligible:

  • All full-time undergraduates will be eligible EXCEPT international undergraduates who had rejected the MOE Tuition Grant or were offered admission without the MOE Tuition Grant.
  • Part-time Singapore Citizen undergraduates reading the Bachelor of Technology or Bachelor of Science (Nursing Practice) programme.
  • Singapore Citizen undergraduates reading the Bachelor of Information Technology
  • Full-time undergraduates who have used up their MOE Tuition Grant subsidy and are required to pay full tuition fee
  • 5th year undergraduate students taking Double-Degree Programmes
  • Returning National Servicemen who will be registering as undergraduate students in the coming July/August and reading Internal Blended Learning Online Courses (iBLOCs)/Special Term Courses (only tuition fee portion is applicable)

Who are not eligible:

  • Students receiving any scholarships / bursaries / other subsidies or loans which fully cover tuition fees.
  • Students reading the Concurrent Degree Programmes may not be eligible for the MOE Tuition Fee Loan once they are charged graduate tuition fee. Check your eligibility here.
  • Full-time undergraduate International Students who are paying full (non-subsidised) fees, i.e., did not take up the MOE Tuition Grant or were given an admission offer without the MOE Tuition Grant.
Note: If your tuition fee is already fully covered by a scholarship/NUS Bursary/MENDAKI Tertiary Tuition Fee Subsidy/ CPF Education Loan Scheme (CELS)/Higher Education Community Bursary/Higher Education Bursary, the Higher Education Student Loan (HESL) – Base Provision will not be applicable.

For Medicine/Dentistry students, the Higher Education Community/Higher Education Bursary will be used to offset your tuition fee first (before the HESL – Base Provision).

For students using a combination of financial aid schemes for the payment of their subsidised tuition fees, the disbursement sequence is as follows (where applicable):

  1. Scholarship that covers 100% of tuition fee / MENDAKI Tertiary Tuition Fee Subsidy (TTFS)
  2. SkillsFuture Credit
  3. Post-Secondary Education Account (PSEA) Scheme*
  4. CPF Education Loan Scheme (CELS)*
  5. Higher Education Student Loan (HESL) – Balance Fee Coverage & Living Allowance*
  6. Higher Education Student Loan (HESL) – Base Provision*
  7. Bursaries#
  8. GIRO deduction from students' own account/other account/NETS/Others

* If your tuition fee is already fully covered by a scholarship/NUS Bursary/ MENDAKI TTFS, PSEA, CELS and HECB/HEB, the HESL – Base Provision and HESL – Balance Fee Coverage will not be disbursed if you are an existing recipient.

# For Medicine/Dentistry students, the Higher Education Community Bursary/Higher Education Bursary will be used to offset your tuition fee first (before schemes 3 to 6 above).

Upon satisfactory compliance with all terms and conditions of the financial aid offer, the loan funds will be credited to the student's account by the Office of Finance twice yearly in half around September and February each year. The funds will be disbursed within 4 weeks after signing the loan agreement. All fees due to the University will however be deducted from such proceeds prior to crediting.

Maximum repayment period of 10 years. Repayment can be in one lump sum or in fixed equal monthly installments (minimum of $100 per month), commencing not later than 1 year after graduation. Interest will commence after graduation.   For BORROWERS who graduate during or at the end of Interest shall begin to accrue on
 (a)  Semester 1 1st May of the year following graduation 
 (b)  Semester 2 1st October in the year of graduation 
 (c)  Special Term Part 1 1st November in the year of graduation 
 (d)  Special Term Part 2 1st December in the year of graduation 

Full-time Undergraduates

To apply for Higher Education Student Loan – Base Provision together with the Balance Fee Coverage component and/or Living Allowance component, you are required to apply for Financial Aid here.

If you decide to only take up and sign the agreement for the Higher Education Student Loan – Base Provision, you and your guarantor can apply and sign for the Higher Education Student Loan – Base Provision via the StudentLoanSG (SLSG) Portal (available from 1 July 2026) The HESL Administration banks are DBS and OCBC.

Part-time Undergraduates and Bachelor of Information Technology

Only Singapore Citizen part-time undergraduates reading the Bachelor of Technology and Bachelor of Science (Nursing Practice) programme and Singapore Citizen undergraduates reading the Bachelor of Information Technology are eligible to apply for this loan.

  • A guarantor is required. He or she must be between 21 and 60 years of age (based on the guarantor’s age at the point of application) and is not an undischarged bankrupt.

  1. Students who have successfully applied for the HESL – Base Provision but were subsequently awarded bursaries, scholarships or any other awards that provides tuition fee coverage, their HESL – Base provision disbursement will be adjusted such that the total funds received from HESL-Base Provision and other bursaries, scholarships or any other awards will not exceed their tuition fee amount. If the adjustment is not reflected accurately in your student account, please inform the Office of Finance (OFN) by logging a ticket in FAQ Portal (Department: OFN Student Bill (Loans); Category: Student Bill – Loan Disbursements) to adjust or suspend your HESL-Base Provision.
  2. Existing MOE Tuition Fee Loan/HESL – Base Provision recipients who have changed their degree programmes and are charged new tuition fee amounts are required to inform the HESL Administering Bank of their change in degree programmes so that the bank may update their information accordingly.
  3. Undergraduates who have transferred from other local universities and had taken up the MOE Tuition Fee Loan/HESL-Base Provision for their previous undergraduate degree programmes are required to submit a new application if they are interested to apply for the Higher Education Student Loan – Base Provision to cover their undergraduate degree programmes in NUS.
