The Dr. Goh Keng Swee Scholarship (GKSS) was established in 1993 by The Association of Banks in Singapore (ABS) to honour the late Deputy Prime Minister Dr. Goh Keng Swee. Dr Goh’s leadership and vision fostered Singapore’s economic development and growth as a reputable international financial centre. As a tribute to his lifelong commitment to education and talent development, the scholarship commemorates his contributions and visionary leadership.
Created to strengthen Singapore’s ties with the region, the scholarship supports outstanding students from Asia Pacific economies in pursuing undergraduate studies here, fostering future leaders and long-term goodwill. The scholarship reflects Singapore’s commitment to strengthen regional ties and nurture the next generation of leaders who will carry forward Dr Goh’s spirit of service and excellence.
From 2026, the National University of Singapore will administer the GKSS under its new name, The Association of Banks in Singapore – Goh Keng Swee Scholarship.
The Association of Banks in Singapore – Goh Keng Swee Scholarship is offered to outstanding freshmen from 15 Asia Pacific economies (Brunei, Cambodia, China, Hong Kong SAR, India, Indonesia, Japan, Korea, Laos, Malaysia, Myanmar, Philippines, Taiwan, Thailand and Vietnam).
Candidates will be considered and shortlisted for the scholarship through their application for undergraduate admission to NUS.
- Citizens of Brunei, Cambodia, China, Hong Kong SAR, India, Indonesia, Japan, Korea, Laos, Malaysia, Myanmar, Philippines, Taiwan, Thailand or Vietnam. Singapore Citizens and Singapore Permanent Residents are not eligible to be considered for the scholarship.
- Have strong leadership qualities and potential
- Have good co-curricular activities record
- Possess outstanding high school results
- Applying for admission to a full-time undergraduate degree programme at NUS, excluding Dentistry, Medicine and Music
- Transfer applicants from local or overseas universities are not eligible
- 100% coverage of subsidised undergraduate tuition fees (after MOE Tuition Grant - scholarship recipients must take up the MOE Tuition Grant)
- S$6,000 annual living allowance
- $1,750 one-time computer allowance
- S$5,000 annual accommodation allowance
- S$200 one-time settling-in allowance upon enrolment
- S$400 travel allowance to defray transport cost for incoming passage from home country to Singapore at the start of programme, and S$800 travel allowance for return passage between Singapore and home country after the completion of programme
- The scholarship is awarded to freshmen pursuing a full-time undergraduate programme at NUS. The scholarship also covers students in Double Degree and Joint Degree Programmes, and covers only the undergraduate programme (up to NUS subsidised undergraduate tuition fee rate) for up to four years for students in Concurrent Degree Programmes. The scholarship does not cover students in the Concurrent Degree Programme in NUS Bachelor of Science and University of Melbourne Doctor of Veterinary Medicine.
- The scholarship is tenable for the normal candidature period, and can be transferred across programmes, excluding Dentistry, Law, Medicine and Music.
- Students are required to take up the MOE Tuition Grant to receive the scholarship. Students who take up the MOE Tuition Grant will be bonded under the terms of the Tuition Grant – to work for a Singapore-registered company for three years immediately after graduation. Scholarship recipients admitted to Dentistry and Medicine will be required to undertake a service bond with the Singapore Ministry of Health for five and six years respectively.
- Scholarship recipients may not concurrently hold any other scholarship, fellowship, bursary, grant, award or allowance, without prior approval from the University.
- The scholarship will be renewed every semester provided the scholarship recipient maintains a Grade Point Average (GPA) of at least 3.50 (or equivalent), and has good conduct.
- NUS does not guarantee and/or provide scholarship recipients with employment upon graduation.
- If the scholarship recipient decides to withdraw from the University and/or terminate the scholarship prematurely, the University reserves the right to impose repayment of all scholarship monies disbursed to the scholar.

- Invited applicants will be assessed for scholarship suitability based on the strength of their application.
- Only applicants shortlisted for the selection interview(s) will be informed via e-mail. Selection interview(s) will be conducted from January to July, and interviewed candidates will be informed of the scholarship outcomes by mid-July.
- NUS reserves the right to not award any scholarship if there are no candidates of sufficient merit. The decision of the selection committee is final. Enquiries or disputes surrounding its decisions will not be entertained.
